Salary Range: $72,800-$77,168 unlicensed, $79,040-$83,782 licensed
Salary Note: Bilingual candidates are eligible for an additional $1.50 Bilingual Differential. This Bilingual Differential is not included in the salary range above.

Position Summary:
The Behavioral Health Manager oversees the Behavioral Health Program including QMHP delivered counseling and peer services. HIV Alliance counseling and peer services are trauma informed and client centered and work through a harm reduction and equity lens. The programs focus on services for individuals living with HIV, LGBTQ+ community members and those with substance use disorder including those who are unhoused.
The BH Manager is responsible for all program operations, including hiring, training and supporting staff and volunteers, internal and external coordination, collaboration, partnership, and quality improvement. They are responsible for ensuring program compliance all State, Federal and local regulations. The BH Manager is part of the Management team and works with the Directors Team members to accomplish agency, program, budget and equity goals. This position provides clinical supervision to QMHPs and Peers when possible, and the agency utilizes external contracted supervisors for licensed staff.
Required Qualifications:
TB test (provided at agency)
Valid Oregon driver’s license, or valid out of state driver’s license with the ability to get an Oregon driver’s license within 30 days of establishing residency in Oregon, and a driving record sufficient to be covered by agency auto insurance policy.
Ability to pass agency criminal background check
Graduate degree (master’s or doctoral) in psychology, social work, counseling, family therapy, or related behavioral health field.
Three years of management experience including program management and supervision of staff or volunteers.
Ability to become credentialed by the Coordinated Care Organization (CCO), and Division of Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional (QMHP).
Knowledge and experience of health insurance network participation, billing, and billing appeal process.
Knowledge of relevant Oregon Revised Statues and Oregon Administrative Rules.
Demonstrate clinical understanding of how trauma affects individuals, families and communities .
Detailed understanding of Harm Reduction and client centered principles and ability to be receptive to learning and implementing them in all services provided to individuals, families, and groups.
Knowledge and ability to deconstruct social, political, and cultural stigmas associated with gender expression, sexual identity, substance use, and HIV status, as well as other complex medical conditions.
Excellent communication skills.
Ability to work in a dynamic environment and maintain a positive attitude.
Ability to identify areas of improvement and work on collaborative problem solving.
Strong de-escalation skills and ability to remain engaged and calm during stressful situations
Experience working with clients with substance abuse and/or mental health issues
Self-manager/self-motivated and solution focused
